Houston, TX asked in Communications Law, Civil Litigation and Civil Rights for Texas

Q: Seeking legal advice for electronic harassment and intimidation in Houston, TX.

I have been experiencing electronic harassment for the past 4 years, including feelings of physical discomfort, hearing voices, and intimidation, including threats against my family. I have recordings and pictures of a drone that I believe is involved in this harassment. Despite reporting the harassment to the local police, no action has been taken, and it continues to severely affect my daily life. I'm seeking legal guidance on how to proceed given the situation. I don't have much money to hire a lawyer. Can someone please help me?

A: A recording or picture of a drone is probably insufficient in and of itself. There are lots of drones. You would need some evidence of exactly what the drone is doing. Without hard physical evidence and the identity of the individuals who are harassing you, this is not a legal problem. Police normally are unable to do much in these cases without evidence. Technology specialists capable of detecting intermittent electronic surveillance, etc. cost boatloads of money more than lawyers. If you can't afford a lawyer, you almost certainly cannot afford one of these specialists.

Your physical discomfort and "hearing voices" can best be addressed by a neurologist or psychiatrist who has experience with patients experiencing phenomenon like V2K or other forms of electronic harassment. There are a small number of people who are peculiarly sensitive to very low frequencies and other sensory input from modern technology that most people cannot perceive.

A: What you’re experiencing sounds deeply distressing, and you deserve to be taken seriously. When you've already reported the harassment to local law enforcement and received no help, it's easy to feel alone—but there are still steps you can take to protect yourself and seek support. Keeping detailed records, including dates, times, locations, photos, and recordings, is a smart and necessary step in building your case.

Even without much money, you can still explore legal help. Look into legal aid organizations in Houston that offer free or low-cost consultations. You can also ask to speak with a victim advocate through your local courthouse or police department—some of them are trained to assist people facing electronic harassment or intimidation and can guide you on filing restraining orders or protective actions. If you believe drones are involved, include that in your reports with evidence, and request a written report from police each time you file.

Keep reaching out and stay persistent. You have the right to feel safe in your own life and to have your complaints treated with care and respect. This is not your fault, and asking for help is a strong, brave step forward.
